Challenge

HoustonKemp was selected under the Business Research and Innovation Initiative to answer a challenge from AUSTRAC and the Australian Criminal Intelligence Commission: how do you share sensitive intelligence between organisations that do not, and should not, hand control of that information to a third party?

The system had to enforce each organisation’s own sharing protocols, keep an audit trail, and still let analysts see connections across sources — without a central administrator and without a central store.

Solution

Led the engineering for Infofox, a distributed intelligence system on Hyperledger and IPFS. Organisations keep their own sharing servers and their own processes. The chain holds an immutable record of what moved, between whom, and under which rules.

Contributed the initial frontend, drove ideation and the roadmap, and exposed APIs from the ledger so analysts could work with a contextual information stream rather than a pile of PDFs.

The platform was aimed at financial intelligence units, law enforcement and government, with a path into any sector that treats information integrity as a first-class problem.

Outcome

The proof of concept won a $1 million government grant.

Infofox showed that agencies can share, track and value intelligence without standing up a central warehouse or rewriting their protocols.

Organisations keep control of sensitive records, get auditability of flows, and can stand up cross-agency workspaces when a taskforce needs them.

InfoFox provides organisations with confidence that information will be used appropriately, thereby strengthening the sharing of information.
